South Carolina lets teens start early and drive alone early. The beginner permit is available at 15 years and costs only $2.50. With it, the permit rule reads: 6 a.m.-midnight with 21+ driver. After 6 months and 40 hours of practice, 10 at night, the conditional license is possible at 15 years 6 months, for a fee of $25. Driver education is required for that conditional license and for the special restricted license at 16. A conditional driver is limited to daylight when alone, and an adult must ride along in the evening. The SCDMV pages we read do not state the number of questions or the pass mark of the knowledge test, so the practice test uses 20 questions and an 80 % target. Under 21, the alcohol limit is 0.02.

The final age at which all limits disappear is not stated on the SCDMV pages we read, so the tool shows it as not confirmed.
The South Carolina sequence has more steps than most. The beginner permit comes first, at 15 years; the conditional license follows at 15 years 6 months for a teen who has completed driver education; the special restricted license covers drivers from 16 who are still under the teen rules. Each stage keeps a supervising adult in the picture for evening driving, so the 40-hour log, with 10 hours at night, is best started in the first weeks on the permit.

South Carolina lets a teen drive alone (in daylight) at 15 years 6 months, 6 months before Georgia and North Carolina allow a first license at 16 years and 16 years. The trade-off is the tighter evening rule.
Evenings under a conditional license
Conditional/special restricted license: daylight driving only alone; after 6 p.m. (8 p.m. during DST) must be accompanied by licensed adult 21+; no driving midnight-6 a.m. unless accompanied by a parent/guardian-type licensed individual. In practice this means a teen driving to an evening job or game needs to plan who rides along, and the rule follows the clock change: the line moves from 6 p.m. to 8 p.m. in summer.
Passengers are capped too. Under a conditional or special restricted license, no more than two passengers under 21 unless accompanied by a licensed adult 21+ (family members and students to/from school exempt). Under 21, the alcohol limit is 0.02.
Studying for the SCDMV test
The knowledge test covers signs, signals, pavement markings, right of way, safe speed, following distance, and alcohol and drugs. South Carolina drivers meet heavy beach traffic along the coast in summer, sudden thunderstorms and long rural stretches inland, so questions on wet roads, visibility and passing on two-lane highways are worth extra review. Sign shapes and colors are those of the federal MUTCD.
Because the SCDMV does not publish the number of questions on the pages we read, it is safer to prepare for a long form than a short one. Two rounds of the 20-question practice test a day, with every mistake checked against the driver's manual, is a sustainable pace for the two or three weeks before the appointment.
The rules quoted here come from the SCDMV and the fees from its fee page; this site is independent of the SCDMV.
